Description
First page: Response to Bottomley's request of £5000 (CC#467); in first instance unwilling to do this as it would set a precedent for other preemptive measures, such as for flood preparation in India and Pakistan; however, willing to use £5000 gift from existing planned grant-in-aid without prejudice to whatever post-disaster relief judged necessary; Bottomley handwritten comment to Hankey 'Can you make something out of this lemon?'
Pages 2-4: Letter reporting that Under Secretary of ODA opposes using aid budget to assist., suggests that the funds are being used on relief so responsibility falls on FCO - ODA responsibility begins with rehabilitation; outlines the positive progress that has been made with respect to external offers of help and the $EC 10000 offer from DevDiv in Barbados which show HMG as willing to help; suggests that with no easy route forward, these attempts to secure funds should be ceased.
Page 5: Letter in response to Roberts letter supporting proposal that special gift should no longer be persued given ODA resistance and DevDiv offer of support; if criticism is made Bridgetown and Castries offices should be briefed to point out the £250,000 aid St Vincent already receives; disagrees with Mitchell's proposal to calculate total costs of naval assistance, etc.. in Tel 221 (CC#528).
